🏡 New vacation-rental rules in Willoughby

Thinking about buying a Willoughby property to rent on Airbnb or Vrbo? Check the address before counting on that rental income.

Norfolk’s new rules took effect October 13, 2026, in Willoughby west of 3rd View Street. Here’s the simple version:

📍 New vacation rentals need space between them. Eligible single-family homes and duplexes generally must be more than 300 feet from another legally approved vacation-rental property.

🚗 Parking matters. An otherwise eligible property without enough off-street parking needs a Conditional Use Permit—special approval from City Council.

🔑 Existing permitted rentals have a separate renewal path. Keeping permits current matters. Confirm your property’s status and renewal deadlines with Norfolk.

🏠 Homestays are unchanged. That means rentals where an owner uses the home as their primary residence.

These rules apply to this Willoughby district, rather than all of Norfolk.

Before you buy, advertise, or start taking bookings, confirm that the property qualifies. A home being listed on Airbnb doesn’t prove it has city approval.
