USDA Direct is for "low" to "very low" income households (those numbers vary by county) looking to buy a primary residence. You apply directly with USDA loan packagers.

USDA Guaranteed is for "moderate" income households that make more than the "low" threshold but less than the limits set by each county. Guaranteed loans are applied for through a lender/bank/credit union.

The main rule is that the house must be in a "rural area", not within densely populated city limits. (i.e., Lathrop, Gustine, Volta, Santa Cruz Mountains, Boulder Creek, Half Moon Bay, San Juan Bautista, Santa Nella, Dos Palos, Discovery Bay, Sonoma, etc.)

$2800 to $3200. that's current rent for 1-2 bedroom apartments in santa clara county.... the same price of mortgage payments for newly built 4-bedroom houses in merced county. that's ridiculous. 😒
