For move-up buyers in Mesa, Gilbert, and Chandler, that may mean more room to negotiate on select homes, but conditions can vary from one neighborhood, price point, and property to the next.

The negotiating window is open. The next 90 days could offer move-up buyers an unusually strong opportunity to negotiate. Thanks to fewer competing buyers and sellers who may be more open to concessions.

East Valley snapshot:
🚩 Mortgage rates are around 7.28%.
🚩 Buyers can afford roughly 9% less house than a year ago.
🚩 September pending sales dropped 39–40%.

One option to ask about: a seller-paid rate buydown. The seller contributes funds at closing to lower your mortgage rate, often temporarily for 1–3 years, such as with a 2-1 buydown, or potentially for the life of the loan, depending on the terms.

The key affordability test isn’t just the headline rate. It’s the monthly payment and the full cost of owning that home. Make sure you understand what the payment becomes after any temporary buydown ends.

East Valley homes from the 1980s, 1990s and 2000s can differ in floor plans, ceiling heights, window efficiency and update history.

Your Arizona Notice of Value is NOT your tax bill.

Here’s what the numbers mean:

• Full Cash Value (FCV) is the assessor’s estimate of market value for valuation purposes, not a guaranteed sale price.
• Limited Property Value (LPV) is generally used to calculate assessed value. Your property classification determines the assessment ratio.
• Your tax bill also depends on local tax rates, levies, exemptions and other factors.
• An equalization ratio compares assessed values with market values to evaluate assessment levels. It is not your tax rate.

An appeal may make sense if you find a factual error or have credible evidence that the assessed valuation is too high. Check your notice for the appeal deadline.
