New York’s Energy Affordability Program provides monthly discounts on electric and/or natural gas bills for eligible households. Expanded eligibility means you may qualify based on your income even if you don’t receive public assistance.

For National Grid Upstate and most other New York utilities, annual household income limits include:

• 1 person: $69,477
• 2 people: $90,854
• 3 people: $112,232
• 4 people: $133,609

Limits vary by household size and utility territory. Figures are current as of October 15, 2026.

If you receive HEAP, SNAP, Medicaid, SSI, or another qualifying benefit, contact your utility to check whether you’re already enrolled. If you’re not receiving public assistance, you may qualify through the expanded income-based program.
