Proposition TE could provide meaningful tax relief for some Palisades fire victims. But how many property owners would actually benefit?

On November 3, Los Angeles voters will decide whether to create a one-time Measure ULA exemption for qualifying properties damaged or destroyed by the Palisades Fire.

Anthony Marguleas analyzed 566 closed Palisades land sales since the January 2025 fire. The data shows that approximately 98.6% of those transactions were already at or below the applicable ULA threshold when they closed.

For the small number of qualifying transactions, however, the potential savings could be substantial. A $6 million transaction, for example, could otherwise face approximately $240,000 in ULA tax.

But important questions remain, particularly for homes that survived the fire. Does documented smoke or ash contamination qualify as damage? What documentation will homeowners need? Is there a minimum level of damage?

We break down the numbers, the potential impact, and the questions that still need answers in Anthony’s latest analysis.

More than 20 months after the Palisades fire, Anthony Marguleas continues to track foreclosure activity in Pacific Palisades.

As of September 23, 26 properties are in some stage of foreclosure, up from 15 when he began tracking in June 2025. That is an increase of approximately 73%.

Perspective matters, though. With roughly 9,000 residential properties in the Palisades, 26 represents about 0.3% of the community, or about three out of every 1,000 properties.

A property on the list does not mean the owner will lose it. Defaults and scheduled sales can be resolved before foreclosure is completed.

Swipe to learn more.

A Double Close in Santa Monica 🥂

We’re proud to have represented the sellers of two distinct Santa Monica residences, each with its own story and character.

443 16th St | North of Montana
A cherished Spanish residence held by the same family for more than 50 years, this character-rich home drew multiple offers within days, went under contract in just over a week, and ultimately sold for $610,000 over asking.

2920 11th St, Unit #6 | Ocean Park
A fully remodeled townhouse in a private boutique building, this Ocean Park residence featured high-end finishes, an expansive patio, and major system upgrades. Through consistent marketing and a strategic approach, we kept the property in front of buyers until the right offer came through.

Beyond the transactions, both sales created an opportunity to give back. 10% of every Amalfi Estates commission is donated to a charity selected by our client.

For these two sales, 10% of each commission went to Homeboy Industries and the American Cancer Society, supporting organizations making a meaningful impact in their communities.

Dallas looks a little different for buyers right now.

After years of bidding wars, limited inventory, and homes selling above asking, the balance has shifted. Sellers now outnumber buyers, giving those who are ready to move more room to negotiate and more options to consider.

The bigger question is what that shift actually means when you factor in pricing, mortgage rates, seller motivation, and the long-term value of the property.

Xander Hurley takes a closer look at the current Dallas market and specific markets where buyers may find opportunities.
