A new federal housing law is changing who gets to buy up American homes, and Kansas City is hosting a summit on August 14 to break down what it means locally.

The 21st Century ROAD to Housing Act became law this summer, one of the largest housing affordability measures in decades. Its headline provision targets the biggest players in the market. Any for profit entity that controls 350 or more single family homes is now labeled a "large institutional investor" and is barred from buying more of them.

There are real carve-outs. The cap does not force anyone to sell homes they already own, and it still allows purchases tied to new construction, build to rent, renovate to rent, and rent to own programs. So this slows the corporate buy up of existing starter homes rather than reversing it overnight.

Supporters say pulling the biggest institutional buyers out of the bidding gives everyday families a better shot at entry level homes and frees up supply. Skeptics point out that large investors own a relatively small slice of the national market, and question whether the cap will move prices much for the average buyer.

That local impact is exactly what the August 14 Kansas City summit is set to dig into, on both sides of the state line.

What do you think, does the 350 home cap change the game for KC buyers, or barely move the needle? Let us know below.
