Although the concept sounds good, it would be more challenging to put into practice and could have significant effects on the U.S. housing market.

You could move to a new house with your current mortgage and its rate if you had a portable mortgage. The concept was put forth a few times by congressional leaders as a way to address growing housing expenses. However, experts predict that things would quickly become complex.
