Airbnb just told hosts to stop handing guests a chore list at checkout. I have read the pushback from hosts, but I am not going to pretend to be mad.

Starting with bookings made on or after November 20, hosts can no longer require guests to wash dishes, strip beds, run laundry, or haul trash off-site. You can still ask for the basics: dishes in the sink, towels gathered, trash in the right bin. That’s it.

Airbnb will also limit hosts from requiring a separate rental agreement on most stays, with exceptions for monthly bookings, Luxe, and optional add-ons like a golf cart. If you’ve been leaning on a side agreement to cover what your listing and house rules should already cover, now is the time to tighten those up. Rules have to be disclosed before booking. No more laminated sign on the fridge that says otherwise.

Professional management has always worked this way. The platform is just cracking down on tacky practices.

Cleveland Heights’ Proposed STR Rules Put Registration and Enforcement in Focus

Cleveland Heights, Ohio is considering a new registration system for its short-term rentals. A September 30 report put the number of known STRs at more than 200 and said a council vote could come in the coming weeks. The ordinance remains proposed.

The draft would require free annual registration, proof of at least $1 million in liability insurance per occurrence, and a Cuyahoga County contact available around the clock for emergencies. It would also set an occupancy limit of two people per bedroom, plus three additional guests.

The proposed penalties escalate: a $250 fine for a first violation, six months without registration after a second, a one-year suspension after a third, and no re-registration after a fourth. Platform-provided insurance may satisfy the coverage requirement, according to the City’s FAQ.

This proposal illustrates one way a city is approaching STR oversight: collect basic information, set operating standards, and use escalating penalties when those standards are violated. The outcome will depend on how the rules are finalized and enforced.

For Florida communities, Cleveland Heights is a useful comparison, but the framework cannot simply be copied. Florida law preempts regulation of public lodging establishments to the state, bars local laws that prohibit vacation rentals or regulate rental duration or frequency, and preserves local authority for inspections under Florida building and fire codes. Each proposed local requirement needs to be evaluated within those limits.

Mesquite Offers a Different Approach to Short-Term Rental Permitting

On September 22, Mesquite, Nevada’s City Council unanimously adopted Bill B26-007, making vacation home rentals a permitted use in residential zones where they are not expressly prohibited.

The change moves approvals from conditional-use permits and City Council hearings to administrative review by city staff.

That changes the approval process while keeping other safeguards in place. Owners still need to meet licensing, safety and neighborhood requirements. The City’s rules include a vacation-rental business licence, and applicable community covenants must allow vacation rentals.

For Florida communities weighing stricter short-term rental permitting, Mesquite offers a useful policy comparison: allow the use in eligible zones, then have staff review applications under established licensing and safety standards.

The broader point is that zoning eligibility, public hearings and operating requirements are distinct policy choices. Local governments can reconsider the approval process while continuing to set and enforce safety and licensing rules. Mesquite is a comparison point for Florida discussions; any local approach still needs to fit Florida law and the locality’s own ordinances.

Strong STR performance isn’t luck. It’s strategy. Airbnb algorithm tip: Don’t set it and forget it. Keep putting effort into your photos, listing details, pricing, availability, and guest experience. Search visibility depends on several signals, so keep tending to the whole listing.

London, Ontario’s New STR Cap Puts the Host Under Scrutiny

As of October 1, London, Ontario limits each short-term accommodation provider to one short-term accommodation, one provider licence, and an ownership interest in only one dwelling unit used as a short-term rental.

Before the change, providers could hold up to two short-term accommodations registered under their name at the same address. The city also requires the accommodation to be at the provider’s resident address.

That makes this more than a licence-count change. It affects how a short-term rental operation can grow under an individual provider. A strategy built around one person licensing multiple properties may no longer fit London’s rules.

There is a detail property owners should check: the City says a second, legally established dwelling unit on the same property may be allowed in some cases. So the rules may depend on the property’s configuration and the provider’s circumstances. Confirm eligibility with the City before relying on projected short-term rental income.

Why this matters

Cities can shape the short-term rental market through licensing rules that apply to the provider, as well as through zoning and property-level restrictions. For investors, that makes the identity and eligibility of the licence holder part of the acquisition analysis.

Before underwriting a short-term rental, verify who can hold the licence, whether the property meets the resident-address requirement, and whether landlord or condominium approvals are needed. Also check the rules for any separate short-term accommodation broker licence.

London is a useful example to watch as other municipalities consider how to regulate multi-property short-term rental operations. One city’s change does not establish a broader trend, but provider-level caps are now part of the policy toolkit.
