In Colorado, a well permit and a water right are two different things. A well permit from the Division of Water Resources lets you drill and use groundwater under that permit's terms, and those terms can limit things like irrigation or livestock. A water right is a separate legal right, decreed through water court, often tied to a ditch, spring or creek. A parcel can have one, both, or neither. Education, not legal advice. Verify with a water attorney or engineer.
