This is part of a passive Radon reduction system. It was put in place before the floor was poured, and then built up along with the rest of the house - resulting in a very small incremental cost. Note that its purpose has been clearly labeled. This is passive because there is no powered suction - note the lack of a suction indicator (manometer tube). How do you know if it's doing its job? Do a Radon test. If it comes back at 4.0 or above, it's a quick job to add a blower to the existing system.
