Pennsylvania is facing a preservation challenge.

A new study from the Pennsylvania Housing Finance Agency and the Housing Initiative at Penn found that more than 43,000 federally supported rental units could lose their affordability restrictions over the next decade. That is about a third of the existing federally supported properties.

Key findings:

🔹 More than 180,000 rental units across 2,885 developments rely on federal programs like LIHTC, HOME, and project-based Section 8
🔹 Restrictions are expiring faster than new federally subsidized units are being added
🔹 In 17 counties, units with expiring restrictions make up at least a third of the existing federally subsidized inventory
🔹 Rising rents and operating costs add pressure on preservation efforts

The study is also the first step toward a new Pennsylvania Affordable Housing Preservation Tracker, a searchable database required under Act 21 of 2026. It is scheduled to go public in 2027.

For owners and managers, this is a good time to know where your properties stand on expiration timelines.
