For the record, there are no national or federal building codes. There are model codes that states and municipalities can choose to adopt and enforce. As someone who works with dozens of home builders every year, I can confidently say that the last thing ANYONE wants or needs are fewer building codes and regulations.

The price for a new system has doubled and in some cases tripled in the last 5 years. We just installed a new AC system and it was $17,000!💸
