Alameda Industrial Project to Add Rare New Inventory in Northern California East Bay Development Seeks High-Tech Tenants With Pricey Incentives

A development company founded by former presidential candidate billionaire Ross Perot is underway on a new project seeking technology and life sciences tenants in Alameda, California, which would be the first significant industrial development to occur in the East Bay city for more than a decade and help build the area’s industrial inventory back up after the demolition of more than a half-million square feet of real estate seven years ago.

Oakland, California-based developer SrmErnst Development Partners and Hillwood Investment Properties, a Dallas company that is part of the development empire begun by Perot and now led by his son, Ross Perot Jr., expect to complete construction on 186,034 square feet of new industrial space in time for occupancy in the spring of 2020.

Called North Loop 3, the six-building development is located in the Harbor Bay Business Park in the southern portion of Alameda. The project is the first development of more than 100,000 square feet built in the city since 2007, according to CoStar data.

The only other industrial development to occur in Alameda since the recession’s end was a 50,000-square-foot completion in 2016, following big teardowns of industrial space, including not only the 2012 demolition of 655,000 square feet, but also an additional 134,000 square feet lost in 2014 for a total of 789,000 square feet of industrial space torn down with very little new development occurring, according to CoStar. The vacancy rate there is higher than the rest of the East Bay area at 8.5%.

In total, Alameda is home to about 6.9 million square feet of industrial space in an industrial-heavy area. The East Bay has long been the industrial center of the San Francisco Bay Area, with the bay providing a steady stream of shipping activity. But as tech and life sciences companies have grown, the need for industrial space has turned more high-tech, incorporating new features, higher ceilings and office components in order to serve new types of tenants.

“The potential tenants we’ve been talking to require more than the usual manufacturing or warehouse space," said Joe Ernst, president at SrmErnst, in a statement. "They seek flexible, attractive building which allow them to build laboratories, advanced manufacturing and development and research facilities, and simultaneously accommodate their growing employee base.”

The companies are planning to pay more for the kinds of tenants they’re after.

“The developer has allotted a much higher amount of money for tenant improvements than most industrial developers,” said Steve Kapp, executive managing director at commercial real estate firm Newmark Knight Frank and one of the listing brokers for the new space, in a statement, although how much of a premium the companies have budgeted for these improvements was not disclosed.
