Marbella is entering a new chapter of development. New Master Urban Plan approved !

After decades of operating under an urban plan dating back to 1986, Marbella has officially approved its new General Municipal Development Plan (PGOM) — a major step towards modernising the city’s urban planning and preparing it for future growth.
So, what does this mean for property owners, buyers and investors?
In simple terms: Marbella now has a new framework to continue developing.

🏗️ More urban land
One of the biggest changes is the expansion of recognised urban land. Under the new PGOM, Marbella has approximately 53 million m² of urban land, compared with around 40 million m² under the previous planning framework — an increase of roughly 13 million m².
This provides a broader foundation for future residential development, infrastructure, public facilities, green areas and economic activity.

🏡 Addressing around 18,000 properties with planning irregularities
Another important issue is the situation of approximately 18,000 properties affected by planning irregularities resulting from Marbella’s complex urban-planning history.
The new PGOM provides a new planning framework from which these situations can be addressed, bringing greater clarity and legal certainty for property owners and good-faith third parties.

📈 A city prepared for further development
For clients considering Marbella, the significance is clear: the city is moving away from a planning framework created 40 years ago and towards one designed around Marbella as it exists — and is expected to develop — today.
But this is not the final piece of the puzzle.
The PGOM establishes the overall framework, while the more detailed Plan de Ordenación Urbana (POU) is still being processed. The POU will establish the detailed urban planning rules and will be important for understanding exactly how individual areas and properties will be affected.
For now, the approval of the PGOM represents a major milestone for Marbella and an important step towards the city’s next phase of development.

Good news for property buyers in Andalucía

The Andalusian Government has announced plans to reduce the general Property Transfer Tax (ITP) paid when purchasing resale property.

The current general rate is 7%, with a reduction to 6.75% announced for the 2027 regional budget. The government has also outlined plans for further gradual reductions, with the intention of bringing the general rate down towards 6% over the coming years.

The proposed reduction would take place gradually, by 0.25 percentage points each year:
2026 → 7.00%
2027 → 6.75%
2028 → 6.50%
2029 → 6.25%
2030 → 6.00%

What could this mean for buyers?
On a €1,000,000 resale property:
Current 7% ITP → €70,000
6.75% ITP → €67,500
6% ITP → €60,000

That could eventually mean a saving of up to €10,000 compared with today’s general rate.

It’s important to note that the future reductions are part of the Andalusian Government’s announced tax strategy and are not all currently in force. The applicable rate today remains 7%.
For anyone considering buying a resale property in Marbella, Estepona, Benahavís or elsewhere on the Costa del Sol, this is definitely a development worth following.

If Andalucía reduces its transfer tax (ITP) to 6% as planned, it would become one of the regions with the lowest property transfer tax rates in Spain.
