💙 Ever wonder how our community helps neighbors experiencing homelessness find housing? This is the Continuum of Care (CoC) program — and it’s one of the most thoughtful systems HUD has ever built. 💙

Here’s how it works, in plain English:

🏠 It’s not one-size-fits-all. CoC funds several kinds of housing so help matches the situation:
• Permanent Supportive Housing — long-term housing + services for people with disabilities
• Rapid Re-housing — quick, short-term help so families don’t stay homeless longer than they have to
• Transitional Housing — a stable place to stay for up to 24 months while someone gets back on their feet
• Safe Havens — low-barrier shelter for people with severe mental illness who’ve been hardest to reach

📋 There’s no walk-in “application.” Instead, every community runs a Coordinated Entry system — one front door with 4 steps:
1️⃣ ACCESS — contact a local access point (by phone or in person)
2️⃣ ASSESSMENT — a caseworker learns what the person is facing
3️⃣ PRIORITIZATION — those in the most danger get helped first (it’s not first-come, first-served)
4️⃣ REFERRAL — a direct match to a housing program when a spot opens

🤝 It’s designed to make sure the right person gets the right help at the right time.

If you or someone you know is facing a housing crisis, your local access point is the first step. Knowing how this system works could genuinely change someone’s life — so save this post, and share it.

💬 Have you ever interacted with the CoC system in your community — as a neighbor, worker, or volunteer? Share your experience below. 👇

🏠 LANDLORD CORNER: 5 Things Every Philadelphia Landlord Needs to Know 🏠

Whether you own one rental unit or fifty, Philadelphia has its own rulebook — and the city doesn’t accept “I didn’t know” as a defense. Here are the top 5 essentials every Philly landlord should have on their radar:

1️⃣ You need a Rental License — for every rental unit. No license, no legal rental — and without it, you can’t even file for eviction in court.

2️⃣ Every new tenant gets a Certificate of Rental Suitability + the Partners in Good Housing handbook at move-in. This certifies your property is code compliant with no open violations.

3️⃣ Renting a pre-1978 property? You need a Lead Safe Rental Certificate (dust-wipe tested by a certified inspector). Philadelphia requires it, and courts will ask for it in eviction and rent collection cases.

4️⃣ PA security deposit rules: max 2 months’ rent in year one, max 1 month in any renewal year, and it must be returned within 30 days of move-out with an itemized list of any deductions.

5️⃣ No self-help evictions — ever. You cannot change the locks or shut off utilities. Evictions go through Municipal Court, and Philadelphia requires good-faith participation in the free Eviction Diversion Program for at least 30 days BEFORE you can file.

Skipping any of these can cost you time, money, and your ability to enforce your lease. When in doubt, get compliant BEFORE a problem starts — not after.

💬 Landlords — which of these trips people up the most in your experience? Drop it in the comments. 👇

Big changes are coming to HUD inspections. Effective October 1, 2026, NSPIRE scoring expands to include six areas that were previously tracked during inspections but didn’t count against your score: fire-labeled doors, GFCI/AFCI protection, guardrails, HVAC systems, interior lighting, and minimum electrical standards.

This applies to Public Housing Agencies and Multifamily Housing properties (voucher programs like HCV and PBV are on a separate timeline). The goal, according to HUD, is simple: safer, healthier homes through year-round maintenance instead of last-minute fixes before an inspection.

Property teams should start now — update preventive maintenance checklists, review electrical and lighting systems, inspect common areas and guardrails, document corrective actions, and adopt a routine maintenance mindset instead of just inspection-day prep.

Compliance today protects residents tomorrow. If you manage HUD-assisted housing, now’s the time to get ahead of it.

Have questions about how this affects your property? Reach out — happy to help you navigate it.

PHILADELPHIA LANDLORDS: THE RULES CHANGE NOVEMBER 1, 2026

Safe Healthy Homes goes beyond lease renewals. Here’s what Philadelphia rental owners should review:

1. NON-RENEWALS: Good cause is required to end a tenancy when a lease of ANY length expires (with a narrow owner-occupied-unit exception). Lease expiration alone is not enough. State the reason in writing, generally at least 60 days ahead for a tenancy of one year or more, or 30 days for a shorter tenancy. Without the required notice, the lease renews month to month unless the tenant chooses otherwise. A sale to a buyer who will live there has additional documentation rules and a 60-day notice requirement.

2. RENTAL LICENSES: Keep a valid license. Within 7 days of receiving a new or renewed license, post it for tenants or deliver it along with the required notice of tenant rights. Email is allowed for one- or two-unit properties only with written tenant consent. An unsafe or unfit property can lead to license suspension.

3. CERTIFICATES OF RENTAL SUITABILITY: At move-in, provide a certificate issued within the preceding 60 days, the owner’s suitability attestation, and the City’s housing handbook (with a family-member exception). A tenant may request a current certificate once every 90 days; provide one within 10 days of the request. Filing for eviction requires a certificate issued within the prior 30 days and provided to both tenant and court.

4. REPAIRS & INSPECTIONS: Address unsafe conditions and document the work. The City may create a proactive inspection program, with a goal of regular inspections by July 2030. Not all units will be inspected November 1. Unresolved violations may affect rent collection or possession; qualifying breaches may lead to rent abatement.

5. TENANT PROTECTIONS: Retaliation and harassment rules are strengthened, and tenants have an express right to organize. Document notices, licenses, certificates, and repairs. Call Gardner Realty if you have any questions regarding the upcoming changes. 215/844-1788
