The last time buyer traffic was this weak, Americans were still shaken by the housing crash of 2008, with 30-year mortgage rates then around 4%. Today, it’s a different problem. High home prices, entrenched owners and mortgage rates around 7.4% have pushed buyers to the sidelines, and builders are having trouble luring them back, even with discounts.
