Albany Development Code Amendment Project

Two public open-house sessions are scheduled for Albany residents to review and weigh in on proposed changes to land-use regulations for nonresidential and commercial properties in the city of Albany.
The Albany Development Code (ADC) governs how land is developed and used in Albany, addressing how and where uses are allowed, how they will look, and how they might affect neighboring properties. The code affects every property in Albany. It was largely written many years ago and has evolved over time.

The open house meetings will be held on Tuesday, October 22, 2019:
• 3-4:30 p.m., at Albany Public Library, 2450 14th Avenue SE; and
• 6-7:30 p.m., in the Council Chambers at Albany City Hall, 333 Broadalbin Street SW.

Each session will include a presentation with an overview of nonresidential and commercial code concepts. Those who attend will have access to laptops to share thoughts in an online survey. Paper copies of the survey will also be available.
A citizen task force has been reviewing Albany’s land development regulations since September 2018 and expects to complete the project in mid-2021. The public can follow the project and comment online at https://www.cityofalbany.net/adc-project. The website, an online open house, provides complete information on the development code review and is being used to gather public ideas and comments through the duration of the project. Access to the survey is available here as well as on the website.

Attendees meander through a sea of hors d’ oeuvres, fabulous cocktails and wine while enjoying music, photo booths and bidding for awesome trips, wine tours and event tickets. It was a tremendous success last year, attracting approximately 400 guests and raising nearly $87,000 for affordable housing programs in Oregon. With your help, we hope to surpass that amount.

HB 3427-A passed in the House and moves to the Senate floor. OAR’s policies regarding housing and advocacy have been shared consistently with targeted legislators since the election. As a result we successfully amended the HB 3427-A to lessen the impact of the legislation by better defining “split commissions.” Prior to the amendment a brokerage could have been taxed on gross commission, even though the majority of each commission is the broker’s commission, not retained by the brokerage. This would have been devastating to our industry. Still, the bill represents a significant tax increase and will be particularly hard on businesses with low profit margins and those with significant costs in their supply chains. It only takes a few minutes to participate in a “Call for Action” read below about SB 608!

CALL FOR ACTION: HELP OAR STOP SENATE BILL 608!

While Senate Bill 608 appears to take a new approach to historical rent control programs, it has the potential to cause the same unintended consequences that ultimately harm tenants:
- Economists nearly universally agree that rent control programs reduce the supply of housing units.
- A reduction in the number of units actually causes increased rents overall.
- Rent control programs decrease mobility for tenants and require larger security deposits to recoup costs associated with damage.
- Rent control programs encourage the transition of rental units to condominiums as well as provide incentive to tear down existing buildings for the construction of new ones.
- We have under built housing of all kinds. But, recent investments in multifamily units in the Portland area has caused the steepest decline [in rents] across the US!
- The primary goal of any good policy is “First, Do No Harm.” Rent control discourages further investments in much needed housing.

A statewide rent control system is unprecedented, no other state has adopted a statewide standard for rent control. The majority of states have laws that preempt rent control due to its evaluated negative impacts on supply. Only four states allow municipalities to impose rent control, and those programs have been anything but successful.

The Oregon Association of REALTORS® has been working in good faith with members of the Legislative Assembly to address structural problems with our housing shortage. We will continue to work with stakeholders and elected officials on positive solutions that do not cause further harm to our existing housing crisis.
