Where is the rub? There's little evidence that allowing landowners to recover legal costs hurts development. Florida, for example, has continued to grow robustly despite an eminent domain law that permits reimbursement of legal costs. Time for elected representatives in Texas to do the right thing.

Groundwater is defined as water beneath the land surface. It fills pore spaces of rock and soil material and supplies wells and springs. Texas Senate Bill 332, enacted in the 2011 legislative session dictated that groundwater is private property. This ownership was further confirmed in the Day McDaniel court ruling on Feb. 24, 2012.

Wide Open Country

The most important of these tips is not to jerk the wheel or swerve. Many younger drivers tend to panic (even for squirrels, raccoons, etc.) and put themselves and others at risk of a rollover or collision with oncoming traffic. Also, if in a car, don't jam the brakes too hard because it will cause the hood to dip and increase the chance of the deer impacting the windshield. Slow down, don't swerve, take the impact, and be safe.

Be safe out there!
