MARKET BOOM, NEW PROJECTS, AND THE SUBURBAN SHIFT
Strong Demand, New Launches, and the Suburban Shift
Cebu’s property market is entering 2026 with strong momentum.
Brisk condominium sales; rising residential prices; major mixed-use developments; and expanding suburban communities are reshaping Metro Cebu’s real estate landscape.
Despite tighter credit, higher interest rates, rising construction costs, and regulatory challenges, Cebu continues to attract developers, investors, professionals, students, and families.
📈 MARKET PERFORMANCE
Prices Rising; Demand Remains Strong
Metro Cebu’s residential property prices increased 9.4% year-on-year in Q1 2026, according to the Bangko Sentral ng Pilipinas (BSP).
The increase continues a multi-quarter uptrend; Metro Cebu has continued to outperform both the national average and Metro Manila in residential price growth.
Compared with pre-pandemic levels in 2019:
• Condominium prices: up approximately 46.2%
• House prices: up approximately 51.3%
Cebu’s condominium market also has a lower inventory overhang than Metro Manila, suggesting stronger absorption and sustained buyer demand.
Even with tighter credit conditions nationwide, Metro Cebu remained the only major market to record a quarter-on-quarter increase in housing loans for single-detached and duplex homes; a sign that demand for horizontal housing remains resilient.
🏙️ MAJOR DEVELOPERS
Doubling Down on Cebu
AYALA LAND
Three Major Mixed-Use Estates
Ayala Land Inc. is accelerating development across three major mixed-use destinations in Cebu:
Seagrove; Gatewalk Central; and South Coast City.
These developments are positioned along major tourism, commercial, residential, and entertainment growth corridors across Metro Cebu.
Ayala Malls at Gatewalk is scheduled to open by Q4 2026.
Meanwhile, South Coast City is expected to welcome SM Arena and SMX Convention Center, strengthening Cebu’s position as a major events, entertainment, and leisure destination.
The expansion goes beyond Ayala Land’s established Cebu Business Park and Cebu I.T. Park; signaling continued long-term confidence in Cebu’s urban and tourism economy.
🏗️ CEBU LANDMASTERS
₱25 Billion in New Projects
Cebu-based developer Cebu Landmasters Inc. (CLI) remains bullish on the local property market despite broader economic headwinds.
CLI is set to launch 11 residential projects in the second half of 2026, representing more than 5,600 units and an estimated ₱25 billion in sales value.
Its North Grove, a garden-themed condominium development in Pristina Town, is already nearly 60% sold; highlighting continued demand from Cebu buyers.
Earlier project delays were attributed to regulatory and permitting requirements; the company has said these issues have been addressed.
🌿 DMCI HOMES
Bringing “Lumiventt” to Cebu City
DMCI Homes is bringing its signature Lumiventt Design Technology to Cebu City through Kalea Heights in Barangay Guadalupe.
The project covers approximately 4.6 hectares, with around 3.6 hectares dedicated to open spaces; including parks, trails, and communal areas.
The first phase will feature Leia, a 41-storey residential tower with approximately 600 units.
Unit configurations range from 1-bedroom to 3-bedroom layouts, with prices roughly between ₱5.6 million and ₱13.4 million.
Turnover is expected to begin by December 2029; total investment is estimated at approximately ₱24 billion.
🚗 THE SUBURBAN BOOM
From City Living to “High-Efficiency” Living
Metro Cebu’s residential map is changing.
Rising fuel prices; inflation; housing costs; and commuting expenses are influencing where buyers choose to live.
Suburban communities such as Liloan in the north and Minglanilla in the south are attracting increasing attention from middle-income buyers and property investors.
Improved road connectivity, including the Metro Cebu Expressway, is helping reduce travel times and making satellite communities more attractive.
The emerging 2026 market narrative is increasingly focused on transit-oriented developments and high-efficiency living; where accessibility, commuting time, energy costs, and overall household expenses become important factors in choosing a home.
⚠️ CHALLENGES
Permits, Credit, and Interest Rates
Cebu’s property market is strong; but it is not without challenges.
Permit delays from government agencies have forced some developers to postpone project launches; potentially limiting new supply even while demand remains resilient.
Credit conditions are also tighter.
In Metro Cebu, residential real estate loans reportedly declined 23.6% year-on-year in Q1 2026, while condominium loans fell 25.4%.
Higher interest rates; tighter lending conditions; and above-target inflation remain significant headwinds for the residential property sector.
However, Cebu’s underlying economic strength continues to provide support for the market.
🔮 THE 2026 OUTLOOK
A “Rebuild Year” With Steady Growth
Industry leaders have described 2026 as a “rebuild year” for the Philippine property sector.
For Cebu, the outlook remains positive; particularly for affordable housing, premium developments, and strategically located residential projects.
Cebu City continues to attract:
Students; young professionals; working families; entrepreneurs; investors; and returning residents.
This diverse population base continues to support demand for both vertical condominium living and horizontal residential communities.
💰 WHY CEBU REMAINS A PROPERTY POWERHOUSE
Central Visayas closed 2025 as the largest regional economy outside Metro Manila, with a reported GRDP of approximately ₱1.32 trillion.
That economic strength provides an important foundation for Cebu’s real estate market.
Analysts also expect Cebu to carry one of the largest pipelines of new residential units among provincial markets from 2026 through 2029.
That reinforces Cebu’s position as one of the Philippines’ leading property destinations outside the capital.
🏠 THE BIGGER PICTURE
Cebu’s real estate story in 2026 is not simply about rising prices.
It is about economic expansion; new infrastructure; major developers; changing lifestyles; suburban growth; tourism; employment; and long-term investment demand.
From Cebu City to Liloan; from Minglanilla to emerging growth corridors, the Metro Cebu property market is becoming more diversified.
The direction is clear:
MORE DEVELOPMENTS.
MORE CHOICES.
MORE GROWTH CORRIDORS.
MORE OPPORTUNITIES FOR BUYERS AND INVESTORS.
Cebu is not just growing upward.
It is growing outward.
And for real estate, that could be one of the defining stories of 2026 and beyond.
