The Embassy of the Democratic Republic of Timor-Leste in the Republic of Korea is pleased to highlight the participation of 𝙈𝙧. 𝙃𝙪𝙜𝙤 𝙄𝙢𝙢𝙖𝙣𝙪𝙚𝙡 𝙂𝙖𝙧𝙘𝙞𝙖, 𝙁𝙞𝙧𝙨𝙩 𝙎𝙚𝙘𝙧𝙚𝙩𝙖𝙧𝙮 𝙤𝙛 𝙩𝙝𝙚 𝙀𝙢𝙗𝙖𝙨𝙨𝙮 𝙤𝙛 𝙏𝙞𝙢𝙤𝙧-𝙇𝙚𝙨𝙩𝙚, as a panelist throughout the two-day 8th ASEAN–ROK Think Tank Strategic Dialogue, held in Seoul on 7–8 October 2026.

Held under the theme “Reconfiguring ASEAN–ROK Cooperation in an Era of Polycrisis,” the two-day dialogue brought together experts, representatives and researchers from ASEAN Member States and the Republic of Korea to reflect on the evolving regional environment and the future of ASEAN–ROK cooperation.

𝐃𝐚𝐲 𝐎𝐧𝐞 – 𝐂𝐥𝐨𝐬𝐞𝐝 𝐄𝐱𝐩𝐞𝐫𝐭-𝐋𝐞𝐯𝐞𝐥 𝐏𝐚𝐧𝐞𝐥
The first day was conducted as a closed panel session, allowing participating experts and representatives to engage in an open and substantive exchange of views on the regional security landscape, the impact of the current polycrisis, and priorities and pathways for strengthening ASEAN–ROK cooperation.

Mr. Hugo Immanuel Garcia shared Timor-Leste’s perspectives as ASEAN’s newest Member State, including the importance of ensuring that cooperation remains practical, inclusive and responsive to the different circumstances of ASEAN Member States.

The second day provided a more open platform for discussion, bringing together diplomatic representatives, researchers, academics and students, including participants from Yonsei University, Korea University and the Korea National Diplomatic Academy (KNDA).

The broader discussion provided an opportunity for panelists to exchange views directly with the next generation of scholars, diplomats and regional experts on ASEAN’s future, ASEAN–ROK relations, geopolitical developments, regional peace and dialogue, and the challenges facing the region.

For Timor-Leste, participation in both sessions provided an important opportunity not only to share its perspectives, but also to listen to different views from across ASEAN and the Republic of Korea and to contribute to the wider conversation on ASEAN’s future.

Looking ahead, Timor-Leste highlighted the importance of an ASEAN where all Member States have meaningful opportunities to participate and contribute, while strengthening the ASEAN–ROK partnership towards the ASEAN Community Vision 2045.

The Embassy of Timor-Leste extends its appreciation to the organisers, participating delegations, diplomatic community, academics and students for the valuable exchanges throughout the two-day dialogue.

Timor-Leste remains committed to contributing actively to ASEAN and to strengthening the ASEAN–ROK partnership.

H.E. In his remarks, H.E. During the visit, H.E. the Vice-Prime Minister paid a courtesy call on Mr. Yun Seogdae, President and CEO of K-water, and participated in the 𝑴𝒆𝒎𝒐𝒓𝒂𝒏𝒅𝒖𝒎 𝒐𝒇 𝑼𝒏𝒅𝒆𝒓𝒔𝒕𝒂𝒏𝒅𝒊𝒏𝒈 (𝑴𝒐𝑼) 𝑺𝒊𝒈𝒏𝒊𝒏𝒈 𝑪𝒆𝒓𝒆𝒎𝒐𝒏𝒚 𝒃𝒆𝒕𝒘𝒆𝒆𝒏 𝑻𝒊𝒎𝒐𝒓-𝑳𝒆𝒔𝒕𝒆 𝒂𝒏𝒅 𝑲-𝒘𝒂𝒕𝒆𝒓. The programme was followed by a site visit to K-water facilities, including a hydroelectric dam.

During the courtesy call, H.E. the Vice-Prime Minister expressed his appreciation for the opportunity to visit K-water and welcomed the signing of the MoU as an important starting point for strengthening cooperation between Timor-Leste and the Republic of Korea.

H.E. the Vice-Prime Minister highlighted that, Timor-Leste looks forward to learning from the experience, knowledge, and technological expertise of the Republic of Korea, particularly in areas related to water resources management and infrastructure development.

He expressed his hope that the cooperation with K-water would not be limited to the water sector, but could gradually expand into other areas of mutual interest, particularly those within his portfolio, including economic development, tourism, environmental management, energy, and sustainable infrastructure.

H.E. the Vice-Prime Minister also expressed Timor-Leste’s interest in exploring opportunities for cooperation with K-water and other Korean companies in areas such as hydropower and electricity generation, renewable energy, water management, flood prevention and response, and infrastructure development.

He further welcomed the possibility of Korean expertise and technology contributing to Timor-Leste’s development priorities and expressed his hope that the MoU would provide a practical foundation for identifying and developing concrete areas of cooperation in the future.

The signing of the MoU therefore represents an important step toward strengthening bilateral cooperation between Timor-Leste and the Republic of Korea, particularly in the areas of water resources management, hydropower, renewable energy, flood response, infrastructure, and sustainable development.

On 29 September 2026,| the Embassy of the Democratic Republic of Timor-Leste in the Republic of Korea, represented by the Third Secretary, 𝑴𝒓. 𝑨𝒏𝒕ó𝒏𝒊𝒐 𝒅𝒂 𝑪𝒓𝒖𝒛 𝑺𝒂𝒏𝒕𝒂, 𝒂𝒄𝒄𝒐𝒎𝒑𝒂𝒏𝒊𝒆𝒅 𝒃𝒚 𝑭𝒐𝒄𝒂𝒍 𝑷𝒐𝒊𝒏𝒕 𝒇𝒐𝒓 𝒕𝒉𝒆 𝑳𝒂𝒃𝒐𝒓 𝑨𝒕𝒕𝒂𝒄𝒉é, 𝑴𝒓. 𝑩𝒆𝒏𝒋𝒂𝒎𝒊𝒎 𝒅𝒂 𝑺𝒊𝒍𝒗𝒂 𝑩𝒂𝒏𝒐, received newly arrived Timorese workers entering the Republic of Korea through Incheon International Airport Terminal 1.

This activity was carried out under the authorization of the 𝙃𝙪𝙢𝙖𝙣 𝙍𝙚𝙨𝙤𝙪𝙧𝙘𝙚𝙨 𝘿𝙚𝙫𝙚𝙡𝙤𝙥𝙢𝙚𝙣𝙩 𝙎𝙚𝙧𝙫𝙞𝙘𝙚 𝙤𝙛 𝙆𝙤𝙧𝙚𝙖 (𝙃𝙍𝘿𝙆), which provided the Embassy team with the opportunity to directly accompany the reception process of the workers at the airport, as well as to observe HRDK’s procedures from the reception stage until the transportation of the workers to the training center.

On this day, a 𝐭𝐨𝐭𝐚𝐥 𝐨𝐟 58 𝐓𝐢𝐦𝐨𝐫𝐞𝐬𝐞 𝐰𝐨𝐫𝐤𝐞𝐫𝐬 arrived in the Republic of Korea. Of this number, 30 𝐰𝐨𝐫𝐤𝐞𝐫𝐬 𝐰𝐢𝐥𝐥 𝐛𝐞 𝐞𝐦𝐩𝐥𝐨𝐲𝐞𝐝 𝐢𝐧 𝐭𝐡𝐞 𝐟𝐢𝐬𝐡𝐞𝐫𝐢𝐞𝐬 𝐬𝐞𝐜𝐭𝐨𝐫, 𝐚𝐧𝐝 28 𝐨𝐭𝐡𝐞𝐫𝐬 𝐰𝐢𝐥𝐥 𝐛𝐞 𝐰𝐨𝐫𝐤 𝐢𝐧 𝐭𝐡𝐞 𝐦𝐚𝐧𝐮𝐟𝐚𝐜𝐭𝐮𝐫𝐞 𝐬𝐞𝐜𝐭𝐨𝐫. All workers will be assigned according to their respective companies and workplaces.

The Embassy remains committed to providing continuous assistance and proper attention to Timorese citizens working in the Republic of Korea, with the aim of ensuring that their living and working conditions are carried out in a safe, dignified, and appropriate manner.
